Arctic: what does Impede an Implementation of Federal Programs of the Societal-economic Development?
Russian Arctic faces a new stage of its economic development. The federal government of the RF links the forthcoming decades with strengthening of mineral-raw material base in the North, restoration of Northern Sea Route and wide implementation of the new innovative methods to fulfill a modernization of the arctic economy. How do the new approaches differ from the previous ones that had resulted to many negative effects along ith creation of industrial giants, large cities, and moving of big groups of people to the North? In the article two from many other existing ways that may really help to increase social efficiency of federal programs are presented: to use territorial resources in according with their best way of using for all social groups (territorial planning) and policy of corporate social responsibility as a recognized world approach in social partnership between industrial companies, powers and communities for benefits of people well-being and environment.
