Insecurity of Property Rights: the Case of the Russian Manufacturing
The paper attempts to estimate expropriation risks for shareholders in the Russian economy. On the basis of the survey of nearly 1000 manufacturing firms which was conducted in 2009 a series of special «ownership insecurity indices» is constructed and their variation by types of risks and firms is analyzed. Using various econometric techniques the study examines major determinants of ownership insecurity and evaluates its impact on firms investment and innovative activity. The analysis shows that the Russian economy continues to operate on a shaky basis of attenuated and insecure property rights and that under such condition incentives for economic agents to invest in any long-term projects turn out to be inevitably weak.

Why are We Stay? Who are We Waiting for?
The decision on gasification of the industrial regions in the Baikal area was made in the late 1980s since a large stock of natural gas had been found in the Irkutsk Oblast. However, over the past years several attempts to develop these deposits and provide the enterprises of energy, petrochemistry, chemistry, and community facilities with natural gas used to fail just beginning to develop. In the author’s opinion, such failures happened due to the struggle between actors of this process (public and private companies) for the principal assets, i.e. hydrocarbon resources in the bowels.

Social Accounting Matrix: Uses and limitations
Social Accounting Matrix (SAM) characterizing processes of distribution, redistributionand final use of incomes of households, enterprises and government is presented. Proportions of redistribution of incomes between institutional sectors in the Russian economy in 1995–2008 are cited. SAM multipliers are defined. Problems of detalied SAM ñompilation on the basis of input–output tables are considered.
