How to Iincrease Petroleum Power of Russia and Òatarstan
The problems of petroleum industry development in Russia and development of resource base of oil production in Russia and in the Republic of Tatarstan are analyzed in the article. The special attention is paid on problems solving related to increase of oil recovery of layers. The cardinal measures for strengthening of resource base for new and especially old districts of oil production are offered. The issues of rationalization of oil production volumes in the Russian Federation on a prospect are broached.

Antismoking Measures as a Component of Healthy Life Style Policy
The paper discuses challenges for antismoking policy in Russia, paying special attention to youth smoking problems. We present data on tobacco consumption and factors favoring individual decision to smoke. We justify government intervention by giving theoretical and empirical evidence for externalities, produced by passive smoking, information asymmetry and addiction effects. We use RLMS data and Students’ survey results to discuss the need and attitude towards such measures as tobacco tax increase, restrictions on smoking in public places, total ban on tobacco advertising and sponsorship etc.
