«Official» and «Real» Inflation
Not infrequently, the mass media blame the Russian statistics for understatement of inflation rates by two to three times. In contrast to «official» inflation, they report figures on «real» inflation which are asserted to reflect the actual situation. This paper describes the methodology of estimating inflation rates by the Russian statistics and analyzes potential sources of biases in the estimates. This leads to a conclusion that the charges are groundless. The ways of estimation of «real» inflation are considered, concluding that «real» inflation has nothing common with realty. It is nothing but «economic pops.»

Quality of the Russian Import Statistics
In this article the quality of Russian import statistics data is assessed by comparing them to the corresponding export data from partner countries. Discrepancies between these data have diminished visibly during the past decade. However, Russian import statistics still perform relatively poorly compared to peer countries. Discrepancies are also more pronounced in disaggregate level, but their magnitude and sign varies by partner country and product group. Despite technical factors, part of the discrepancies can be explained by misclassifications, whereas part of them still seems to reflect deliberate misreporting.

Baikalsk Paper and Pulp Mill: Ecological Series
«For never was a story of more woe than this of Juliet and her Romeo…». These Shakespearian lines are just asking to be used in lieu of the epigraph. The national vast expanses have not yet seen any other «longer-playing» and sadder story than the situation with the Baikal Paper and Pulp Mill (BPPM). It has been holding as «hostages» several generations of BPPM workers and inhabitants of the city of Baikalsk; many of them are not among the living already, and others have grandchildren and great-grandchildren.
And this all has continued for more than 50 (!) years now. «Things haven’t budged an inch». The BPPM, as before, is in operation, discharging waste waters into Baikal and polluting the atmosphere along Baikal’s shores.

WTO Dispute Settlement System: an Instrument for Safeguarding the Interests of Domestic High-tech Companies
The use of WTO dispute settlement institution in relation to the protection of intellectual property rights is analyzed in the paper. Through analysis of cases it is shown that a significant positive impact for access of Russia to this institution will not take place because of high transaction costs, lack of technology export, sloppy execution of WTO’s prescriptions, inability to compensate for the damage already done and difficulties with the proof of violations in IP.

Long-Term Development Scenarios for Old Industrial Regions
The paper offers an approach to how to develop the alternative scenarios of the long-term development in old industrial regions. It also describes qualitative characteristics of such regions. A typology of the long-term scenarios reflects both the environmental changes (an international economic order and situation in Russia) and individual features of the old industrial regions. The approach proposed was tested on the data for the Sverdlovsk region which is a typical old industrial region.
