The Rent Is Our Everything
In the paper presented both threats and opportunities of future development of the Russian economy are discussed. The author shares the view that Russia has fallen into a strong dependence from the natural rent produced in extraction sectors of the economy and mainly in the sphere of oil and gas extraction. Energy-raw variant of development is supported by the system of interests of the government and production élites, of industrial and infrastructure sectors of the economy based on created «rent distribution chains». Thus, to destroy the conditions which enforce energy-raw development is practically impossible. Conclusion: transition to the development based on innovations can begin only under a considerable reduction of the natural rent. We also discuss two variants of the forecast of the Russian development up to 2030 recently provided by the MED of Russian Federation just named «energy-raw» and «innovative» ones. Our analysis shows that the difference between them is not qualitative.
