Dear colleagues!

The official site of the Institute of Economics and Industrial Engineering of the Siberian Branch of the RAS, which you currently visit, will soon undergo significant changes. As you know, we are now experiencing a reform of the Russian Academy of Sciences, in the framework of which we have set a rather ambitious strategic objective ‒ to increase scientific competitive advantage of the IEIE SB RAS and continue as one of the three leading institutes in economics of the Russian Academy of Sciences by 2018. Specific tasks that should help to reach this goal are as follows: to implement a new network development model by means of developing a network of subdivisions of the Institute in Siberian regions, to design a new network of collaborative laboratories with leading Eastern Siberian universities, and to elaborate a scientific distribution network allowing to exchange scientific knowledge via the Internet.
Today we live in the era of information revolution and formation of professional networks of online communities. This raises requirements imposed on web sites and portals: not only do they have to include information on the particular institute or business, but they should also let the visitor interactively learn about their main achievements, events and arrangements, not to mention the possibility of giving effective feedback.
These are the goals set to upgrade our “scientific window” of the Institute looking towards the modern world of information. We suppose that in a year the site of the IEIE SB RAS will transform into an economic-wise scientific portal which will attract attention of professional economists as well as everyone who is interested in contemporary Russian economy and especially in social and economic development of Siberia. There will be introduced new sections where we will publish most remarkable and noteworthy research results. You will be able to participate interactively in conferences and seminars taking place at the Institute. Finally, and most importantly, there will be a full-functioning English version of the portal.
These changes will be gradual and come along with transition to new technology and software which will provide the work of the new web portal of the IEIE SB RAS. Out Institute is open to Internet-discussion, and we anticipate effective feedback from you all.

10 Steps to Success

1. Maintain scientific leadership in Russia and build a strong competitive position internationally in the fields of regional science, modeling and forecasting of spatial development and interregional relations

2. Consolidate the positions of the Institute as the leader in economics in Eastern Russia basing on:
 
simultaneous development of both fundamental and applied research;
 
scientific inquiry by order of federal and regional ministries and agencies;
 
training of highly qualified personnel.

3. Implement a network development model by means of developing a network of subdivisions of the Institute in Siberian regions, designing a new network of collaborative laboratories with leading Siberian universities, and elaborating a scientific distribution network allowing to exchange scientific knowledge via the Internet

4. Form a stable and effective system to scientifically provide strategic plans and programs aimed at social and economic development of Siberia and its regions

5. Improve positions of the Institute in ratings by increasing the number of scientific papers in established foreign and domestic scientific publications

6. Modernize the structure of the Institute by:

  reorganizing inefficient subdivisions;
 
forming new structural subdivisions and temporary creative teams to explore promising trends of economic theory and practice;
 
establishing the Center of Innovative Economics and Strategic Planning at the Institute, which will considerably develop practical studies as assigned by regional authorities and businesses.

7. Optimize personnel and youth policies of the Institute, rejuvenate its academic personnel reducing research associates’ average age due to the following means:
 
elaborating and implementing a special program meant to rejuvenate personnel of the Institute and improve its qualifications;
 
creating a candidate pool among young promising researchers for them to substitute the management of the Institute and its subdivisions;
 
increasing the percentage of Candidates of Sciences (PhDs) against the total number of persons employed up to 57-60 percent by 2018 and the percentage of Doctors of Sciences up to 23-25 percent along with further fixing these figures;
 
supporting the work of the Young Scientists Board of the Institute, organizing annual Conference for Young Economists and Sociologists and achieving the international status for the said Conference by 2015;
 
encouraging international internships and placements for young scientists working at the Institute in leading foreign research centers and universities.

8. Improve positions of the Institute as the leading center for economic education and professional development which trains highly-qualified personnel for bodies of authority and management, business and finance by means of:
 
elaborating and implementing a program of collaboration with the NSU Department of Economics and participation in making the University more competitive and helping it enter the world’s top 100 universities;
 
modernizing postgraduate studies in the Institute and providing its stability under the new conditions;
 
establishing the Center for Professional Development in Economics and Sociology at the Institute.

9. Further improve the positions of the Institute in the global scientific and educational space by means of:
 
implementing long-term programs of scientific collaboration with leading foreign research centers specializing in regional economics, strategic planning, economic sociology and macroeconomics;
 
participating in established international scientific forums and presenting reports on the main scientific achievements of the Institute;
  • restoring scientific relations with institutes of economics in Eastern Europe, the CIS and Ukraine lost after the dissolution of the USSR;
 
expanding the leading academic staff’s knowledge of foreign languages.

10. Develop scientific, educational and informative infrastructure of the Institute owing to the following means:
 
modernizing computer network of the Institute;
 
designing a new efficiently supported bilingual (in Russian and English) site of the Institute on the Internet;
 
organizing regular Internet-based videoconferences which cover all the main scientific events at the Institute (scientific counsels, conferences and seminars, thesis defenses).
